Lockport is built upon what is known as theNiagara escarpment, a well defined and sharp declivity runninggenerally parallel to the southern shore of Lake Ontario, and fromfour to twelve miles distant from it. Severalsurveys had been made by various steam roads with the idea ofreaching the mill district of Lockport from the upper level, butwith the exception of the switch-back put in by the New YorkCentral, no road had been constructed as a result of them. Themain passenger line of the Lockport & Olcott Ry. made the de-scent through one of the city streets, using a maximum grade of8 per cent. In order to give an operative line for the freightthe road was designed to carry, a detour of four miles, as alreadystated, was made about the city, enabling the mill district to bereached with a i^ per cent grade. The construction of these fourmiles involved a larger outlay in the roadbed than did the entireij miles from Lockport to Olcott.
