The plan proposes nothing new in government,but does propose one of the most effective means in school government thathas been used in our own country. Such an organization leaves the gen-eral direction of the school in the hands of the people, and makes it responsive in every particular to the peoples needs and wishes. Representa-tive government can not be questioned unless we apply our criticism to allphases of our republican form of administration and direction, nationallyand state as well as local. The management and direction of public education in any state requiresa great deal of responsibility. It represents a phase of government whichrequires specialists with technical training and special adaptation. Educa-tional foresight of the highest type is necessary to carry into effect a pro-gram which will respond in all of its parts to the needs of educationalequality. In securing this leadership, we believe it will be an advantage notto depend upon political affiliation or political majority for such choice.
