THE corporation of New York, the city and county being identical, is composed of the Mayor, Aldermen,and Commonalty. This corporation has charge of all local administration, and although the Mayor, asexecutive, has had great power intrusted in him lately, the city is for more home rule and freedom from Statelegislative restriction. The legislative department of the city is vested in the Board of Aldermen, which,including a president and vice-president, consists of thirty-two members. The president receives a salary of$3,000 a year, and all the others $2,000 each, and they are elected for two years. The Comptroller, CorporationCounsel, Commissioner of Public Works, and the President of the Board of Commissioners of each departmentare entitled to participate in the discussions of the Board, but not to vote. Any resolution involving the. CnV expenditure of money for celebrations, processions or formal ceremonies must have four-tifths majority, and athree-fourths vote is necessary for money relating to real estate ])urchase, lease or franchise. The Mayor hasthe power of vetoing any resolution or ordinance, but a two-thirds majority of the entire Board can overridethe veto. The Mayor is elected for two years, and has a salary of $10,000. He is a magistrate, and byvirtue of his office one of the Commissioners of Immigration. By an act of the Legislature recently passed, hehas the power of appointing not only the heads of departments, but the four commissioners comprising thePolice Board, and the fifteen ])olice justices. The most imjjortant of the civic departments is naturally that of finance, and its head is the Comptroller,with §10,000 a year salary.
