Schwab,librarian of Yale University, on behalfof the state library, one by Dr. HenryFairfield Osborn, president of theAmerican Museum of Natural behalf of the state museum, andone by Dr. Van Hise, president of theUniversity of Wisconsin, representingthe work in educational extension forwhich that university has accomplishedso much. The University of the State of NewYork was created to supervise collegesand academies by the legislature in17S4, at its first session after thepeace, and the Department of Educa-tion was created in 1812 to supervisethe state system of common both respects New York led theother states and it may be all coun-tries. The two departments wereunited by law in 1904, and they nowhave an impressive building to repre-sent their work. The need of such abuilding was urged by the commis-sioner of education in 1905 and recom-mended by the regents, and in 1906the legislature appropriated some fourmillion dollars for the building and itssite. As a result of an elaborate archi-tectural competition, in which sixty-three designs were submitted, the plansof Messrs. Palmer and Hornbostelwere accepted, and the bui
