TROY, and family gathered to celebrate the retirement of Command Sgt. Maj. Frank Wicks , the New York National Guard command sergeant major Aug. 15, 2014. Various awards and plaques were presented to him including the Legion of Merit, which was presented by Maj. Gen. Patrick Murphy. His wife Beth Wicks was awarded the Conspicuous Service medal and a Certificate of Appreciation for her support as a military spouse.
