For these reasons contribu-tions from the Federal treasury are less necessary in theUnited States, and yet several bills are now before Congressfor this purpose. In Canada, however, no better way canbe found to defray the cost of buildin,g and maintainingroads than by annual appropriations from the surplusrevenue of the Hon. R. L.
