SETH LOW stated that the Trust Conferencein Chicago had adopted resolutions and had authorizeda sub-committee to present the same to making arrangement for the presentation of theresolutions, the committee met Mr. Jenkins, Chair-man of the Judiciary Committee, and Mr. Hepburn,Chairman of the Interstate Commerce this conference the suggestion was made thata bill or bills be prepared. The bill now proposedgrew out of that suggestion. It is not presented onbehalf of the Trust Conference, but on behalf of theNational Civic Federation, whicn called the confer-ence.
