As the Britishmen-of-war depleted the merchant-marine of the colonists, some measurewas necessary for the effective re-straint of their depredations : so priv-ate ships, formerly peaceful merchant-men, were armed and manned, andunder letters of marque would swoopdown upon the British vessels man-oeuvering in the Sound, and, what-ever the odds against them, bring aprize into port.
