As a Latin American, I can easily under-stand the problem that another Latin American can face in front of aninstitution called Library or Biblioteca, which has not had a mean-ing in his youth. In Latin America, one seldom goes to a library untilone gets to the university, and only a small percentage are that fortu-nate. Fetro& A very wise man—not a librarian—recently said to me that he couldnot understand why librarians, since they are surrounded by books andinformation sources, are so inept in utilizing this material in operatingtheir libraries.
