The conditionsare the most unsuitable possible. Thereis no ventilation; the wife as well as thehusband works, regardless of consequencesand dirt; food is cooked and eaten in thelead-laden atmosphere. In few cases canthe workers cleanse their hands and facesbefore taking their food. As regards thepersonal cleanliness referred to, I confessI despair of ever accomplishing anythingof a permanent character with men whowilfully waste their time in dissipation,and consequently have neither the disposi-tion nor means to properly care for them-selves. The demand for hand-cut files continuesto be undiminished in Europe, but happilyin the United States machine-cut files aregrowing more popular year by year.
