The time is needed, according to the association, so that the public can be properly informed about the issue. The proposed law would create a water district covering four watersheds and 46 communities and be administered by a commission consisting of one representative from each town. It would allow for diversion of water from "water-sufficient" to "water-short" communities, takes up the matter of communities not charging enough for water and allows for binding arbitration to settle water distribution disputes within the district.
