David Byrd, from Marion, North Carolina, passing through the ceremonial side boys at the Fort Hamilton Army Reserve Center in Brooklyn during a change of command ceremony marking the completion of 20 months as commanding officer of Navy Recruiting District New York. Navy Recruiting District New York was established in 1972 to assist in creating an all-volunteer naval force and consists of 40 recruiting stations covering an area of 7,700 square miles.
