Accordingly, it would not be lawful for the Assembly to pass anyvote involving the expenditure of money for any purpose not previouslyrecommended by a message from the Lieutenant-Governor acting on theadvice of the ProvincialCabinet. \\hen any jiasses the .\ssemblv, theLieutenant-Governor .shall declare, according tc. liis discretion, but subjectto the provisions of the written Constitution and to his instructions from.
