Philip Marshall Brown of the American Peace Society today told the Senate Foreign Relations Committee that 'measures short of war' are not justified except as they frankly look forward to eventual war. He added that 'to anticipate by legislation the turn of events and unpredictable complications of future wars would seek only to create confusion, and may involve belligerent nations'
