Its peo-ple, realizing the importance of a state government, applied toCongress for admission to the Union. In pursuance to an actof Congress the peoples representatives met in conventionand submitted a constitution, which was ratified by the peopleat an election, and by proclamation of President HarrisonIdaho was declared a state under the constitution of theUnited States.
