The Riverfront Improvement Law wasdrawn and approved March 14, 1902. The tirst commis-sion was appointed by the Governor in May, 1902, withT. H. Simmons, chairman. After a long legal battle andmuch energetic work, particularly on the solution ofchannel problems in which the United States Govern-ment was interested, the Commission engaged Mr. Ben-nett. The latters studies included the whole citv asan incident to the solution of the island and riverfrontproblems. It was assumed that Mr. Bennetts plans wouldbe sufficiently near to the practicable to furnish an idealtoward which the Commission could effectively work. A
