In the State Legislature he wasactive in the support of all measuresleading to the welfare and better-nient of the working men andwomen. His abilities and naturalaptitude for public service wererecognized by the State govern-ment, and on May 20, 1911, he received the appointment of AssistantChief Wharfinger for the harbor of San Francisco. The insistenceof his friends, however, that he seek the position of Tax Collectorled to his resignation from the State service August 31, 1913, andhe was elected Tax Collector in November of the same ye
