In the State Legislature he wasactive in the support of all measuresleading to the welfare and better-nient of the working men andwomen. His abilities and naturalaptitude for public service wererecognized by the State govern-ment, and on May 20, 1911, he received the appointment of AssistantChief Wharfinger for the harbor of San Francisco.
