Although we have filled four several requisitions of the presi-dent for troops, and organized four regiments and one battalion,during the last two years, yet the entire cost to the state will notexceed one thousand dollars. While I was anxious that our stateshould promptly discharge its entire duty in contributing to thenational defense, in the way of furnishing men, I refused to defraythe expense involved in recruiting and forwarding our quotas fromthe state treasury ; and accordingly the expenditures thus madewere paid by disbursing officers assigned by the war residue of the expenditure of these two years was incurred inorganizing the state militia, under act of the general assembly, ap-proved March 26,1865, transporting arms and ammunition, expenseof the adjutant generals office, detail of men for protecting south-ern border counties from threatened raids in the fall of 1864 andthe winter of 1865, and for all other military purposes except thesanitary 330 Ttittles History of Iowa.
