A simulated terrorist wearing a bomb vest infiltrated a group of 'protestors' at the Naval Air Station Kingsville back gate. After the protestors were taken into custody, he used his bullhorn to threaten to blow up the entry control point. The training exercise was part of Exercise Citadel Shield-Solid Curtain 2023, designed to test the readiness of Navy security forces.
