It shows 'Constable John Bull's warning' as he prevents the Liberals from crossing over to the Isle of Wight. A sign with the message 'Vote for Tariff Reform & Hall will be well' is on the island and the (frozen) Solent has been renamed the Budget & has a 'dangerous' sign stuck in it. The cartoon was published as a postcard by Matthews, Ryde
