And every such master, merchant, or o-ther person, refusing or neglecting to pay the aaid duty within tendays after they are brought ashore in said colony, then the saidnaval officer, on knowledge thereof, shall enter an action and sue(for ) the recovery of the same, against him or them, in an actionof debt, in any of His Majestys co rts of record, within this col-ony .. And if any master of ship or vessel, merchant or others, shall refuseor neglect to make entry,as aforesaid, of all negroes imported insuch ship or vessel, or he convicted of not entering the full number, such master, , or other person, shall forfeit and pay thesum of£6, for every one that he shall refuse or neglect to make en-iry, of one moiety thereof to Ki^.iajesty, for and towards the sup-port of the government of this colony; and the other moiety to himor them that shall inform or sue for the same; to be recovered bythe naval officer in arner as a^ove said.
