Gentlemen: There are comparatively few who realize the importanceof this department, the diversity of its operations, or theburden of its responsibilities. Some part or portion of this department is in active servicecontinuously. The department, in its entirety, is neverclosed. Night and day, three hundred and sixty-five days inthe year, somebody is on active duty. The unremitting-effort of the department is to preserve the comfort, con-venience and safety, not only of all those engaged in thepublic service, but also of the public itself whenever it comesin contact with municipal affairs.
