Brevet Major-General Elliott W. Rice was bornin Alleghany City, Pennsylvania, November 16, year following his parents removed to Martinsville,Belmont County, Ohio. lie was educated at the oldLancaster Academy, Wheeling, West Virginia, and atFranklin College, Ohio. In 1855 he went to Iowa andstudied law with his brother. General Samuel A. Rice,and in 1858 graduated at the law school of the Univer-sity of Albany, New York, and was admitted to the barof the Supreme Court of that State. He then returnedto Oskaloosa, Iowa, and practised his profession as partnerof his brother. When the war commenced he was mustered into ser-vice in Inly, 1861, as a private in the Seventh Iowa In-fantry, lie was soon promoted sergeant, and after theregiment had entered the held, Governor Kirkwood sentRice his commission as major of the regiment .August 1,[861.
