He was commissioned colonel of the TwelfthMaine Volunteers, and participated in General Butlers expedition againstNew Orleans. In 1862 he was appointed military governor of the inauguration of a civil governor General Shepley was placed incommand of the Military District of Eastern Virginia, and becam; thief ofstaff to General Weitzel. He continued with the Army of the James to theend of the war, and was appointed the first military governor of that
