In 1890 Mr. Brewercame to Chicago as first assistant secretaryof the Worlds Columbian commission, andin the fall of 1891 became chief clerk to thedirector-general, Col. George R. Davis. Hepracticed law in Pittsburg for a number ofyears, and at the time of his appointme
