'Prevention Better Than Cure', 1869. Artist: John Tenniel

'Prevention Better Than Cure', 1869. The message implicit in this cartoon is that more bobbies on the beat will prevent crime and disaster-a better way of managing public matters than meeting out punishment to criminals (however satisfactory that may be) after a crime has taken place. This also shows a man being prepared for flogging. Note the strap to confine his hands at the top of the picture. From Punch, or the London Charivari, January 23, 1869.
