Separating these clearly defined cases from the others we find thatapproximately one half of the rise of the chart during the Wintermonths is due to such cases. There are many instances, however, where additional boilers have been used in isolated plants during thewinter because of the greater demand for steam and our source ofinformation usually classifies these as being on a power load ratherthan a heating load. The rise in the number of accidents during thisperiod is then in all probability due almost entirely to the heating load. The sudden irregularities of the chart are only what we wouldnaturally expect to find in any statistics of this nature. It is thegeneral trend of the curve which is of the greatest interest, however,as it indicates the condition we may expect to find. 84 THE LOCOMOTIVE. [July,. SAFETY against accidents and personal injury in the power plantcan best be regarded as a commodity with a more or less definitepurchase value. The post-war period with its tremendous in-crease in the cost of all labor and material has put a severe crimpin the purchasing power of the dollar, so that, while the industriesare still quite rushed, a good many projects of much needed expan-sion and improvement of the plant are being held up until the tideof costs recedes somewhat. The prevailing disposition, however, so far as we are able toobserve, is to place in the same
