Major General E. B. Wheeler and Major General O. R. Simpson participate in a Change of Command ceremony during the Vietnam War. Secretary of Defense Melvin Laird, Assistant Secretary of the Navy John Warner, and Dr. Norman Vincent Peale were also present. This ceremony took place on December 15, 1969, at 1st Marine Division Vietnam.
