Arnold Schwarzenegger campaigning for California proposition 49, the proposition to increase after school programs was partially created by Schwarzenegger and called "The After School Education and Safety Program Act of 2002." Proposition 49 passed into California law in 2002. Schwarzenegger became the governor of California one year later.

Schwarzenegger became the governor of California one year later. Schwarzenegger, a Republican, became the first person to become Governor of California as the result of a recall election against Democrat Gray Davis in 2003. Schwarzenegger served two terms as the 38th California Governor, 2003-2011. In 2021 California is expected to hold another recall election against first term Democratic Governor Gavin Newsom.
