Soon after his arrival in England in 1831, hewas elected for Launceston, and took an ac-tive part in the proceedings in the house of com-mons upon several important questions, particu-larly the Scottish reform bill, which he warmlyopposed. After the dissolution of parliament in1832 he offered himself for Carlisle, but being un-successful, he retired to his seat near Windsorand employed himself in writing a Treatise upon The Government of India, with the view of elu-cidating the difficult questions relating to the re-newal of the East India Companys charter, whichwas published only a few weeks previous to hisdeath.
