To provide for the ex-penditure for park purposes a rate of one-half of one mill on the dollar may belevied on the general assessment of the city. Whilst the Mayor does not receive asalary, he is awarded an indemnity againstofficial expenses of $5,000. The Mayor is ex officio chief magistrateof the city. A police magistrate and aDominion magistrate also sit, although thelatter is not concerned with local Provincial Legislatuie. The Council iscomposed of a mayor, four controllers,forming the Board of Control, and 14aldermen. The Mayor and controllers areelected annually from a vote of the entirecity. One alderman is elected annuallyfrom each of the seven wards into whichthe city is divided, and holds office fora term of two years. Persons eligible forelection as mayor and controller must beowners of property rated on the assess-ment roll of the city to the value of $2,000,over and above all encumbrances againstthe same, and for aldermen must be rated MAIN STKEET, WINNIPEG, IN 1874. turcs. revenues, and investments, nominalesall heads of departments, prepares specifi-cations, inspects and reports to the Councilupon all municipal works, and generallyadministers the affairs of the city, exceptas to the public schools and police depart-ment.
