7th April 2018. Canon Noel Proctor MBE. Noel was chaplain at HMP Strangeways, now HMP Manchester when the 1990 riot started in the prison chapel. Now in retirement, he provides chaplaincy services to Greater Manchester Police, and is still a regular speaker at Christian events.
