Joseph Martin, director of the Center for Excellence in Disaster Management and Humanitarian Assistance, and Col. Lee Kuan Chung, director of the Singapore Armed Forces' Changi Regional HADR Coordination Centre (RHCC), sign a memorandum of understanding at the RHCC headquarters building in Singapore, Jan. 24. The memorandum of understanding establishes a framework for cooperation and coordination for disaster management activities between the Center and the Changi RHCC.
