The Manchester libraries had beenworked so economically that ^11,445 which might havebeen used in their maintenance had not been asked for,but as they had largely increased in number of late years,and the cost of management had necessarily risen, theCommittee began to feel strongly the pinch of their report presented to the Council in 1870, theytherefore say:— One of the most important subjects which engagedthe attention of the Committee during the past year,1869-70, was the inadequacy of the yearly amountallotted by the Council for the maintenance of theLibraries, and they instituted an inquiry into theprinciple upon which that amount was calculated.
