As a consequence,the army had become ovei-officered in regard ofnumbers, but the reverse of this in relation tothe ability and experience of those who held thecommissions. The Sardinian government, up tothat time, had been little less absolute than thoseof other Italian countries; the claims of the. Victor Emmandel II., King of Sardinia. people to a share cither in army promotion or inpolitical power had not been acknowledged; andthe aristocratic trappings of the army were con-sistent with the general state of things at the Avar with Austria supervened, however,Charles Albert discovered too late the hollownessof his military system; his troops fought well, butwere neither well commanded nor well defeat, abdication, and death occasionedthe ti-ansfer of regal power from that monarchto Victor Emmanuel, army reforms commenced,and were steadily continued until the period, sixyears later, when Sardinia engaged in the Russo-Turkish war. General Alfonso Delia Marmora,who filled tbc post of Minister of War at theperiod when Sardinia took part with the WesternPowers, was the officer who had wrought the reforms in the army.
