Spence, of Toronto, who was pres-ent by invitation at the meeting, suggestedthat the municipalities should ask for theappointment of a Government commission,which would have the power to arrange forthe transmission of electricity to the variousmunicipalities desiring it. This commissionwould issue its own bonds in payment forthe transmission lines, these bonds to becovered by the bonds of the various muni-cipalities
