Phil Davidson, commander, Fleet Forces Command, directed all ships present in Hampton Roads to fly the pennant from colors to sunset July 1 in recognition of the Mayor's 22 years of dedicated service. While Mayor Fraim was not formally embarked aboard a ship, the gesture pays tribute to his legacy in Norfolk and to the Navy fleet in Hampton Roads that will benefit from his leadership and partnership for a great many years to come.
