CATOR, nowserving his ninth year as anElection Commissioner, and who isa recognized authority in all matterspertaining to election laws, is anative of New York. He completedhis education at Cornell University,and his studentship at law in NewYork and Philadelphia, and laterpracticed that profession in NewYork City for several years. During this period ^Iv. Catorresided in New Jersey and was amember of the Legislature, and fortwo years an Alderman of JerseyCity. His abilities and zeal in thepublic service were recognized bythe Governor, by whom he was ap-pointed a member of the StateWater Commission. Finding him-self in ill health, Mr. Cator decided to seek the salubrious climateof California and came to the State in 1887, making his home in SanFrancisco, where he has resided and engaged in the practice of lawever since. He took a prominent part in publicly advocating advancedpolicies from the time of his coming to this State and received
