Doubtless a small proportion of thelaborers employed by the city government live withinwalking distance of their work and thus avoid theexpense of carfare, but since municipal activities arenot concentrated in the industrial sections of the citywhere most workingmen have their homes, this pro-portion is probably much smaller than it is in case ofworkers in private establishments. It should be re-membered, too, that the allowance of five cents for aride is insufficient in those cases where exchangetickets are required.
