The Army Corps of Engineers Deputy Commanding General William “Butch” Graham visits the Recovery Field Office in Kihei, Hawaii and the Emergency Field Office in Lahaina, Hawaii on Jan. 10. The RFO functions as the USACE mission management center and the EFO is an extension of the RFO. The RFO serves as the command-and-control hub while the EFO carries out the work on Maui.
