Church schools should beconducted with the purpose of showing the need of good publicschools and not as a permanent substitute. Elementary work,if retained in any of our schools, should be retained onlyfor normal training school and demonstration or high school courses may be continued can hardly anticipate a time when they will not be Strong emphasis needs to be given to such special courses asnormal training, household economics, sanitation, agriculture,and rural leadership. It is suggested that not more than one half of the Trusteesshould be professionally engaged in education, and that Meth-odist work in tax-supported, independent, and non-Methodistinstitutions be given representation. Junior colleges of liberalarts and elementary technical schools may in time become neces-sary in connection with some of the institutions we are nowbuilding. The most pressing need of those schools is intelligent andsympathetic supervision, continued consistently for at least adecade. The second need is a large increase in available fundsfor direct contributions from the Board, and for conditionalcontributions used as a stimulus to local vsupport.
