A member of the Cambodian national legislature hands 5000 riels ($ 4000 riels = 1 USD United States Dollar) to an impoverished woman on the promanade fronting the Mekong river in Phnom Penh, Cambodia. The event marked th dedication of infrastructure mprovemnts along the rivr' shoreline. Impoverished adults received as much as 5000 riels and children were given 500 riels each.
