There was no was no real Confede-racy or Commonwealth. Theywere like the Dutchmen in the Netherlands. There hadnever been a real Union in the world, and these men hadno precedent to guide them in forming a nation. Nationsused to grow. Now, a nation had to be made andchristened. When peace was declared in 1783 theCongress was almost powerless, for nothing could bedone without, the consent of nine States ; and such amajority, in times of peace, was unthinkable.
