In this case the hydro-electric powerpurchased should form the solid twenty-four-hourbase of the area inclosed by the total load-curve, and shouldextend up to such height as to cover a chart-area bounded atthe top by a line closely corresponding with the base of theaverage daily fifteen-hour load-line (fifteen-hour load-peak).The purchaser should be allowed, without charge, swings ofabout 10 per cent above the firm line of purchased power,provided the kilowatt-hours used above the line do not exceedthose unused below it. It is impossible to always carry the steam-generated power at 100 per cent load-factor, assuming-reasonable first cost of plant and moderate distance of trans-mission in the first case and average cost of coal and laborin the second. Obviously the bulk of the load should becarried by the purchased power, but the higher the limitingfirm line of this power is raised the lower will the load-factors. cl;
