JAMES S. ROLLINS. State University, and his efforts aided the public school system andsecured the normal schools, the school of mines, and two of the luna-tic asylums. He did much towards building up the great railroad sys-tems of the state. His first bill presented to the Legislature was oneproviding for the esta])lishment of the University and his first speechwas made in support of that bill.
