The act creating Westmoreland county had, bythe shrewd management of Robert Hanna, as St. Clairbeheved, placed the county seat at Hannas home insteadof at Pittsburg, and deliberately kept it there.^ Had thatact placed it at Pittsburg, the untoward events which fol-lowed might possibly have been prevented.
