Mark is trying to highlightin a plan to fine homeless people £100 if they lie down or sleep in any public space within a designated zone. Labour-led Cheshire West and Chester Council has proposed to bring in a Public Space Protection Order which is currently under consultation and has sparked petitions backed by more than 10,000 objectors.
