SEBRING, Fla. -- A safety spotter looks on as a roofer crosses a Hurricane Irma-damaged roof to nail plastic sheeting down in Sebring, Florida Oct. 1, 2017. The contractors were hired by the Army Corps of Engineers for Operation Blue Roof. The program sends out licensed contractors to install blue plastic sheeting on eligible roofs until residents can arrange permanent repairs. As of Oct. 2, 2017, the Corps has installed more than 1300 “blue roofs” across 29 counties in Florida.
