(2) Physically disabled students unable to attend school. (3) Regular high school students who may reasonably want or need a subject they cannotget otherwise. Instruction of prospective citizens for whom class instruction is not available was begun in De-cember, 1943, at the request and with the sponsorship of the Immigration and Naturalization Serv-ice.
