One other agency, second only in importanceto tlie army, must not be overlooked, the pres-ence of which caused one of the numerous com-plications with which General Greely, GovernorPardee, and Mayor Schmitz have had to is the National Guard of California. An ar-rangement was soon effected by which one oririore of the districts into which the city wasdivided for military purposes were to be assignedto the militia, while the entire responsibility forsuch military force as was necessary in Oaklandand other places affected outside San Franciscowas also assumed by them. The National Guard,like the army, did efficient work, and the crit-icisms which were showered so freely in the news-paper dispatches and current rumors of the firstfew days appear to have had little, if any, foun-dation.
